Photoshop CS6: Making Arrows

Go to Menu

Choose the Line Tool – which is in the same fly-out menu as the rounded rectangle tool (see below):

Or, go to the Options Bar at the top and use the Tool Preset picker and choose the / 0.5 cm Black Arrow (see below):

Then go to the Options Bar at the top and click on the little gear icon. In the pop-up window adjust your arrow's direction start/end, size and concavity (see below):

Use your Fill and Stroke to get the color and outline you want (see below):

Concavity adjusts the angle of the base of your arrowhead relative to the shaft. The arrowhead below has the default Concavity of 25% :

After adjusting the arrowhead's base Concavity to 5% (see below) – :

– the base of the arrowhead relative to the shaft will be less angled (see below):

While still holding down the Mouse, you can hold down the spacebar and reposition your arrow as you draw it.
